The purpose of the “Innovations Benefit Society – Call for 100 Proposals” Project

To enable the innovation research and development of communication technology to appropriately solve the issues reflected in the current society, we request proposals from the private sector for influential and innovative communications services for social welfare. To build a usable and resilient network through emerging low-latency, high-bandwidth communication technology. Application to improve the convenience of people's lives, use data to create public welfare, create high social value services, and deliver services across borders in the future.

How the “Innovations Benefit Society – Call for 100 Proposals” works

The four phases of the “Innovations Benefit Society – Call for 100 Proposals” are summarized below:

  • Phase one is the “Call for Innovative Proposals” stage
    The program calls for innovative communications solutions underpinned by social values from the private sector to tackle issues such as social welfare, public governance, industrial economy and environmental sustainability. A panel of experts was invited to review the entries and select the top 100 proposals. A reward of NT$100,000 will be conferred for each proposal.
  • Phase two is the “Proof of Concept and Service” stage
    Applicants must provide a comprehensive draft of their proposals and implement actual operations and verification of the proposals. A detailed operation and fundraising plan must be provided for review and 50 proposals will be selected.
  • Phase 3 is the “O&M Verification” stage
    Phase 3 will proceed based on the concept of “quadratic funding” to ensure that the selected proposals are widely received, and contain potential for future development. 20 proposals will be selected.
  • Phase 4 is the “Sustainable Operations” stage
    Proposals will be given assistance for continuous operations, and evaluated for social values which underpin the innovative services for sustainable operations. The maximum reward for the final O&M verification and sustainable development is NT$5 million.

Stages 3 and 4

The final “O&M Verification” and “Sustainable Operations” stages. The maximum reward for the final O&M verification and sustainable development is NT$5 million.


A panel of experts was invited to review and select the proposals, and based on the review results, the final rewards and number of proposals selected can be adjusted within the total amount. Awards will be processed on a decreasing or incremental basis.
